Is the Reading First Program Ineffective?

In a decidedly negative report, the Institute of Education Sciences is highly critical of the Reading First, a cornerstone of the Bush administration's "No Child Left Behind" act. NCLB mandates provision of supportive educational assistance in reading and math in schools with large percentages of children from low income families. Over several years, the Reading First program has received more than one billion dollars in federal funding, despite growing evidence the program was not as effective as claimed.
