Definition: In a special education formal complaint, concerned individuals, typically parents, submit a written letter or document to the child's school district and state education agency detailing specific allegations of wrongdoing by the district or related public agency. This document is referred to as a formal complaint.

Examples:
The child's social worker filed a formal complaint against the school district for failure to provide FAPE by repeatedly suspending him for a total of 19 school days without specially designed instruction.
